Transportation Review and Development

When new development is proposed adjacent to, or in the vicinity of, Lane County roads, Lane County Public Works Transportation Planning & Traffic Division (TP&T) is responsible for ensuring that potential safety and other impacts involving County facilities are identified and addressed. The Transportation System Plan, as implemented by Lane Code Chapter 15 and Lane Manual Chapter 15, are the guiding documents for requirements, design standards, and decisions regarding this review. The development review process allows the County to respond to Land Use Referral Notices about impending development. Lane County Public Works Land Management Division, and all Cities in Lane County, send Land Use Referral Notices to TP&T. There are County Roads - roads operated and maintained by Lane County - in nearly every City within Lane County.  TP&T identifies factors such as functional classification of the road, need for bicycle and pedestrian facilities, existing road width and pavement condition, topography, setback requirements, road and driveway spacing standards, intersection spacing and other access management requirements, and facility permit requirements (facility permits are permits issued for any work within the right-of-way of a county road). TP&T also makes recommendations for on-site traffic circulation, and provides comments for other road actions, such as vacations of public rights-of-way, acceptance of roads into the County road system, and other changes to the status of roads.
