08-12 Capital Improvement Program Adopted by Lane County Board of Commissioners

The Roads Advisory Committee (RAC) recommended the County Road Fund portion of the FY 2007-08 to 2011-12 Capital Improvement Program (CIP) on April 25, 2007. The Board of County Commissioners adopted this program on May 16, 2007.

The FY 2007-08 project lists for the Engineering, Parks, Support Services and Waste Management Divisions were adopted by the Board of County Commissioners on May 16, 2007.

The memo and attached CIP tables include information on projects that are on a cut list that has been proposed by staff in the event that a reduced Road Fund budget is forwarded to the Board by the County Administrator. This budget (Budget #2) is based on a severely reduced budget in the event that no action is forthcoming on federal timber receipt legislation.

The Draft Lane County Capital Improvement Program (CIP) for fiscal years 2007-2008 to 2011-2012 was released for public review on January 31, 2007.

The following links access materials used in developing the Draft 08-12 CIP.

The Draft 08-12 CIP reflects a projected decrease in funding for the five-year program compared to historical levels. The reduced program resulted in the elimination of projects and programs that could not be carried over from the 07-11 CIP.

Draft 08-12 CIP Executive Summary Tables - These tables show the proposed schedule of projects and estimated costs over the five-year program. It also shows cost totals from the adopted 07-11 CIP compared to the Draft 08-12 CIP.
Jan 31 Roads Advisory Committee Memo - This memo introduces the Draft 08-12 CIP and the methodology used for scheduling projects with respect to decreases in the program budget. The Attachments referenced in the memo are available in the following links.
08-12 Draft CIP Project Prioritization Matrix - Attachment 1 to the Jan 31 RAC memo is a spreadsheet of the projects considered for inclusion in the Draft CIP and how they were evaluated in terms of the eleven prioritization factors.
Project Information Sheets - Attachment 2 to the Jan 31 RAC memo contains individual road project information sheets that describe each potential project in more detail, including existing conditions, project location, an image of the roadway, and proposed solution.
